<p>A couple of observations. When these kinds of language rules are imposed, what they usually do not mean is something like &#8220;we&#8217;d prefer you speak English with us&#8221;, or even &#8220;we encourage you to learn our language.&#8221; No, what they often really mean is more something to the spirit of &#8220;If we don&#8217;t understand each other, that&#8217;s your problem&#8221;, or &#8220;don&#8217;t expect me to make any effort&#8221;, or even &#8220;you are obviously retarded if you can&#8217;t even speak proper English&#8221;. It&#8217;s a clear act of exclusion based on supposed superiority over the other.
