A couple of observations. When these kinds of language rules are imposed, what they usually do not mean is something like “we’d prefer you speak English with us”, or even “we encourage you to learn our language.” No, what they often really mean is more something to the spirit of “If we don’t understand each other, that’s your problem”, or “don’t expect me to make any effort”, or even “you are obviously retarded if you can’t even speak proper English”. It’s a clear act of exclusion based on supposed superiority over the other.
