From ESWN: No More Delay Banning “Delay No More”! You say: WTF?

I say: the latest story in banning swear words in Hong Kong. It is silly to regulate a practice like swearing that is already governed by social norms, and much more effectively so, than have it regulated by law.

I ask: who from the readers of this blog knows what ‘delay no more’ stands for? (e.g. before reading the article linked above)
